From what I've gathered, I think it's safe to say that Clarke provided some ideas for this sequel, while Lee is the one who actually wrote the book. This sequel was written more than 15 years later in collaboration with a different author: Gentry Lee. It's a very lean, tight piece of what I'd consider "Classical hard sci-fi" by which I mean there's a focus on the science, and an emphasis of plot over character.
